Weaker local funding streams further hinder their ability to provide necessary materials like textbooks and technology.

Transportation remains a critical issue for rural students who depend on school buses. Natural disasters that damage roads can prevent students from attending school for extended periods. Even when immediate disaster effects subside, repair efforts may take significant time; North Carolina's Department of Transportation estimated over a year to fix road damage from Hurricane Helene.

Urban schools generally have better power reliability and internet access, enabling them to transition quickly to online learning when needed. In contrast, rural teachers may find it harder to adapt due to less training or experience with digital instruction.

The impact of natural disasters extends beyond immediate disruptions, potentially leading to mental health issues, learning loss, lower graduation rates, and fewer opportunities for higher education or career advancement.

Williams suggests that rural schools should prepare earlier for potential disasters by considering community-specific needs rather than adopting a one-size-fits-all approach. Strategies include developing non-internet-dependent learning materials like workbooks and textbooks that can be used independently or supplemented post-disaster.

Mobile technology offers another solution; smartphones allow communication if service is available. Mobile learning hubs equipped with Wi-Fi and computers can travel to remote areas providing essential digital resources directly to students.

Flexibility in learning schedules is also crucial. Allowing students more control over how they make up missed work helps ensure they don't fall too far behind academically while managing stress levels effectively.
